There is a program led by Hawaii Emergency Management Agency (HI-EMA) to provide free PPE for certain qualified recipients. HI-EMA is working with various State Departments to purchase, warehouse, and distribute the PPE supplies. Qualified Recipients include:

- Small Businesses
- Child Care Providers
- Eldercare Facilities
- Non-Profit Organizations
- Hospitals
- Schools
