OED Develops Island-Wide Transportation Vision Video

August 4, 2025

The County and State have community-vetted plans that identify goals for increasing multi-modal transportation shift, allowing residents and visitors to rely less on cars for more of their trips.

Partners envision a network of mobility hubs developed across Kauai, with micro-mobility options available to utilize within towns, and a robust shuttle system, and satellite car rentals or car share, to utilize between towns.

The mobility hub and shuttle concepts address traffic and congestion, hot spots, and aging infrastructure, and offers a solution to a transportation network that won’t be substantially expanded in the near term.

Partners recognize that a mobility hub likely cannot exist in isolation, and it will take a network of hubs and connecting shuttles to be successful. Visitors need assurance that they can get where they want to go if they leave the airport in a shuttle as opposed to a rental car. Residents need a guarantee that they can get where they need to go if they are going to take a chance on the mobility hub system.

That being said, safe, frequent, and reliable transportation may not necessitate a major investment, and momentum appears to already exist particularly in a social and political climate where a “visitor green fee” was just passed by the State Legislature.

The County worked with transportation experts to identify high-level recommendations that enable this transportation vision. The County cannot lead this initiative alone, and calls on it’s partners to engage and lead where they fit in.
