The $8.8 billion Home Energy Rebates program provides an unprecedented opportunity for states, territories, and Tribes to make American homes more comfortable while reducing energy costs and greenhouse gas emissions. The U.S. Department of Energy (USDOE) has allocated money to state energy offices to develop and implement the Inflation Reduction Act HER program sections 50121 Home Efficiency Rebates (HOMES) and 50122 Home Electrification and Appliances Rebates (HEAR).
The Hawai‘i State Energy Office is seeking proposals from experienced entities capable of providing the services needed to deliver both HOMES and HEAR rebates in a coordinated manner. This includes rebate delivery to low- and moderate-income people living in single-family homes and multifamily buildings for the duration of the program.
The request for proposals (RFP) is now available on the state of Hawai‘i’s eProcurement site HIePRO.eHawaii.gov.
Proposals are due no later than August 26, 2024 at 2 p.m. HST.
A pre-proposal conference will be held to provide Offerors with an opportunity to be briefed on this procurement and to ask questions about the procurement process. Pre-proposal conference attendance is not mandatory; however, Offerors are encouraged to attend to gain a better understanding of the requirements of this RFP.
